I have lived in Rancho Cucamonga since 1979 and in CVWD's Division 2 since 2002. My wife, Agnes, and I raised our children here and are proud to call it home. Our adult daughters live here now, and we are helping to raise our grandson here. I very much feel a vested interest in seeing that CVWD can continue to provide safe, high quality water in the most cost efficient manner possible for generations to come.
Before being elected to the water board, my career experience had been in law enforcement, education, and law. I was a Law Enforcement Explorer Scout during high school and after graduation I was hired by El Monte Police Department as a Police Cadet then Dispatcher and Police Officer. I worked a variety of assignments while rising through the ranks, led and supervised patrol teams, conducted and managed complex criminal and civil investigations. I served as President of the Police Officers Association as well as the Police Managers Association. As an administrator, I managed the personnel and material resources of the agency. After nearly 32 years, I retired as the Deputy Chief of Police. Throughout my career, I pursued formal education, starting with an A.A. degree in Administration of Justice from Rio Hondo College where I was a member of the Dean's List for Academic Achievement. At Western State University College of Law, I earned a Bachelor of Science in Laws and a Juris Doctorate and received an American Jurisprudence Award for Excellent Achievement in Law School. I added a Master's of Science in Management from Cal Poly Pomona and graduated from the California Command College, an extensive training course for police managers that concentrated on leadership skills and strategic planning. I represented the Police Department on the City's Permit and Risk Management Committees. I worked a special assignment for nuisance abatement with the City Attorney's Office.
I have been a teacher in positions ranging from one on one as a Field Training Officer, to training sessions with large numbers of personnel. I have taught advanced officer training programs, high school classroom instruction, and college courses. I have been a member of many professional organizations, alumni associations, and BAR associations, a board member on an Emergency Resource Association, a Law Enforcement Explorer Post, and past president of a Community Coordinating Council. I am a former member of the Rancho Cucamonga Toastmasters and founder and past president of the El Monte Toastmasters. Following my retirement from the police
department, I practiced law as a sole practitioner before retiring again. I remain a member of the California State Bar.
Even before being elected, I was attending CVWD and our County Board of Supervisors meetings to advocate for efficient operations and saving the district’s financial resources. Since my election in November 2019, I encouraged the return of CVWD Board elections to even years for considerable savings in election costs and greater voter participation, supported operational management that brought an upgraded bond rating to AA+ and kept water rates among the lowest in the region while having the fewest number of employees per customers of any agency in the region. I voted “No” on increasing water rates. I have fought for CVWD to receive its total allotment of State Water Project water, and advocated against State water regulations that will have ratepayers paying significantly more money to receive much less water.
While on the Board of Directors, I have served on CVWD’s Finance and Human Resources/Risk Management Committees. I currently serve on the Government and Public Affairs and the Water Resources Committees. I was honored to be selected by my fellow CVWD board members to serve as Vice President. I also represent CVWD on the Fontana Union Water Company Board of Directors, a mutual water agency in which CVWD is the majority shareholder.
I have always believed in the benefits of education and training. When I was elected to the CVWD Board of Directors I pursued a course of continuing education with the California Special Districts Association
Special Districts Leadership Foundation (SDLF), workshops and training sessions which included studying board and staff roles, building a foundation for good governance, what board members need to know about district finances, best practices, and fulfilling the district’s mission. I am proud to have been awarded the SDLF Certificate in Special District Governance. Since then, I have earned CSDA Certificates for advanced classes in community engagement, public agencies legal representation, fiscal accountability, best practices for district investments, and legislative relations.
